Thanks :D although I don't like fluffy bows so I don't make them on the bias

What fabric would work the best?

Woven non-stretch fabric is the best for this. If you're new to sewing, I'd say to stick with cotton. If the fabric feels a bit thin, you might want to use some iron on interfacing as well.

Just wondering, is it necessary to put it at a 45 degree angle? couldn't I just cut out the same size pieces normally?

Cutting it out on the bias (diagonally) causes the fabric to act differently than if you are cutting it out along the grain. It is stretchier along the bias, so when you sew it together and scrunch the bow, it looks nicer than if it's cut out the other way. However, if you want to use iron on interfacing then it is not necessary to cut it on the bias. :)

I want to make a sailor moon bow with this tutorial, what fabric would you suggest? (so it stays upright and doesn't hang over like a silk fabric)<- sorry if that made no sense xD

I've never made large sailor scout bows, so I can't tell you for sure.. I would suggest choosing the fabric that you like and then adding interfacing to keep the bow upright.

What does basting mean?

A basting stitch is essentially a straight stitch, sewn with long stitches and unfinished ends. If you are doing one on a machine you want to set the machine to the longest stitch length.

Just a regular cotton fabric.. I usually go for kona cotton :)
I have had success making this in other fabric though, such as cotton sateen.
